When the officers suspected there were drugs in the car and wanted to investigate further, the vehicle took off north into New Brunswick, police said.
Police said after a chase through several streets in the city, the vehicle made a wide turn and hit a New Brunswick police car on patrol on Joyce Kilmer Avenue.
Authorities said Williams attempted to escape but was stopped.
Williams is in the Middlesex County jail, in lieu of $75,000 bail, charged with aggravated assault, resisting arrest and eluding.
