Jose M. Hernandez and Bryan Rivas Rosario, both 22 and from The Bronx, were arrested.

FORT LEE -- Two men were arrested Sunday after Port Authority police say they witnessed one of the men covering up the car's license plate with paper before the car went through the toll.

The incident occurred about 9 p.m. near the upper level toll plaza of the George Washington Bridge, according to Joe Pentangelo, spokesman for the Port Authority.

"The officers noted a man exit the right rear door of the (car) and walk to the rear of the car and place a piece of paper, and affix it with tape over the rear license plate, obstructing the characters of the plate," Pentangelo said in a statement.

The car then went through the toll lane without stopping or paying, Pentangelo said.

Jose M. Hernandez and Bryan Rivas Rosario, both 22 and from The Bronx, were arrested.

Hernandez was charged with theft of services, toll evasion, driving without a front plate and driving an uninsured and unregistered vehicle, Pentangelo said.

Rosario was charged with tampering with public records and hindering apprehension. He was also held on a criminal warrant out of Cranbury, Pentangelo said.

The arrests were the 10th time this month a driver was caught allegedly trying to avoid paying the bridge toll, Pentangelo said.
