N.J. man charged with lewd behavior in Target, Kohl's, T.J. Maxx stores

The Colonia resident approached women under the guise of asking for advice finding bay shower or house warming gifts

A 56-year-old New Jersey man has been charged with fondling himself in front of  of women in multiple department stores in Delaware.

Marvin Wiggins, of the Colonia section of Woodbridge, approached women in Kohl's, Target and T.J. Maxx under the guise of asking for help choosing baby shower or house warming presents, Dover, Del. police said in a news release.

Wiggins then fondled himself through his clothing while asking women to look at his genitals through his sweatpants, according to authorities. 

He was charged with seven counts of harassment and lewdness, eight counts of disorderly conduct and one count of criminal trespass for the Thursday and Friday incidents, police said.

One victim took a photo of Wiggins after he attempted to engage in conversation with her in Target and gave it to police. Dover police then shared the photo on social media and other woman who said Wiggins harassed them came forward.

Wiggins was arrested on Friday.
